Short Answer: Makeup Tools, Skincare, Hair Tools, Accessories, Organizers and Kits - but Compliance Is Strict: FDA Registration for the US, CPNP Notification and a Responsible Person for the EU
Beauty and personal care is one of the most popular private-label categories, and the range is wide: makeup tools such as brushes, sponges and mirrors; skincare; hair tools and accessories; and organizers and gift kits. The commercial side is straightforward - what catches people out is compliance, which is stricter here than in almost any other consumer category. The United States requires FDA cosmetic facility registration and product listing plus compliant labelling. The European Union requires CPNP notification and a designated Responsible Person established in the EU. Ingredients must clear restricted-substance lists in both markets. Before ordering, obtain the formula, the full ingredient list and any stability or microbiological test data, and confirm labelling accuracy during pre-shipment inspection. Avoid medical or therapeutic claims unless the product is actually registered for them. An agent can manage sampling, compliance documents and inspection, but the regulatory responsibility in your market remains yours, so verify early.
What Actually Private-Labels Well
Not everything in the beauty aisle is equally easy to brand. Tools and accessories are simple because you are branding a physical object. Formulated products are harder because you inherit a regulatory file along with the cream.
Most new brands do well to start on the tools side, build distribution, and move into formulated skincare once the compliance infrastructure exists.
| Sub-category | Private-label difficulty | Main consideration |
|---|---|---|
| Makeup tools and brushes | Low | Material quality and hygiene |
| Mirrors and organizers | Low | Packaging and finish |
| Hair tools and accessories | Low to medium | Electrical safety if powered |
| Skincare and cosmetics | High | Formula, notification, claims |
| Gift and starter kits | Medium | Mixed compliance per component |

United States: FDA Registration and Labelling
Cosmetic products entering the US require facility registration and product listing, and the labelling rules are specific about ingredient declaration, net contents and the responsible party. Claims that stray into treating or preventing a condition move the product into drug territory, which is an entirely different and far heavier regime.
European Union: CPNP and the Responsible Person
The EU regime is built around two pillars. Every cosmetic product must be notified through the CPNP portal before it is placed on the market, and there must be a designated Responsible Person established in the EU who holds the Product Information File. This is not something your Chinese factory can do for you.
Appoint an EU Responsible Person
Established in the EU, named on pack.
Assemble the Product Information File
Formula, safety assessment, GMP evidence.
Commission the Cosmetic Product Safety Report
By a qualified assessor.
Notify through CPNP
Before placing on the market.
Check restricted and banned substances
Annexes update regularly.
Align labelling to EU rules
INCI, PAO, batch, RP address.

The Documents to Get Before You Order
The mistake is negotiating price first and asking for the formula later. By then the factory has quoted a product it may not be able to document, and you discover the gap after the deposit.
Where Beauty Orders Go Wrong
- Factory cannot supply the full formula You cannot notify without it.
- Restricted ingredient in the formula Annex lists differ by market.
- Labelling translated loosely INCI names are not translatable.
- Medical claims on packaging Reclassifies the product.
- No batch code or PAO on pack Non-compliant in the EU.

Case: The Serum That Needed a New Preservative
The factory's stock formula contained a preservative permitted in China but restricted at that concentration under the EU annexes. Nobody checked until the safety assessor flagged it during the Product Information File build.
How RND SOURCING Handles Beauty Sourcing
Beauty and personal care and makeup tools are core categories for us, so we front-load the paperwork rather than the pricing. Before we quote a formulated product we ask for the full formula, the INCI list and any stability and microbiology data, and we check it against your destination market's restricted lists while the order is still a conversation. On the tools side we focus on material quality and hygiene at inspection, and we check pack labelling character by character at PSI because a wrong INCI name is a compliance defect, not a typo. We will help you build the file - but we are always clear that the regulatory responsibility in your market stays with you.
